2009 Guangdong Lighting Export: Developing in Difficulty

Guangdong is one of the largest producing areas for lighting products in China. Since the lighting industry has formed the characteristics of cluster development for many years, the geographical concentration of export business is relatively high.

On February 23, the reporter recently learned from the Guangdong Inspection and Quarantine Bureau that due to the overall economic environment at home and abroad last year, the export volume and value of Guangdong lighting products both declined. In 2008, 142,247 batches of export lighting products were inspected by the Guangdong Inspection and Quarantine Bureau, with a value of US$29.99 billion, a year-on-year decrease of 15.4% and 1.5% respectively. On the other hand, after last year's special rectification of export products, Guangdong export lighting companies gradually improved the product traceability mechanism, established a more complete product management system, and the quality of goods was steadily improved. 298 batches failed in one inspection, with a value of US$674.31 million. The export failure rate is only 0.2%.

Guangdong lighting export situation is grim

Guangdong is one of the largest producing areas for lighting products in China. Since the lighting industry has formed the characteristics of cluster development for many years, the geographical concentration of export business is relatively high. At present, the export lighting products of the Guangdong Inspection and Quarantine Bureau are mainly concentrated in Zhongshan, Dongguan, Foshan, Guangzhou, Jiangmen, Huizhou and other places. Its business volume accounts for more than 90% of the province's total. The main export products include: ceiling lamps, wall lamps, chandeliers. Table lamps, floor lamps, spotlights, downlights, holiday lights, etc. Most of these products are exported to the United States, Canada, the European Union, Japan and other countries and regions in the form of general trade.

It is understood that the main reason for the decline in exports is the global economic downturn, the demand in the European and American markets has shrunk, and the number of orders has decreased. On the other hand, due to factors such as the appreciation of the renminbi, the increase in labor costs, and the adjustment of the export tax rebate policy, the uncertainty of the production and operation of lighting companies has been greatly enhanced. The successive implementation of the EU's WEEE, RoHS, and EUP green environmental protection directives has made some small and medium-sized enterprises that have fallen behind conditions have to suspend their exports to Europe for technical or economic reasons, resulting in a sharp drop in export batches.

Financial tsunami accelerates industry shuffling

Under the grim situation, the reporter found that the decline in the export value of Guangdong lighting products did not drop significantly. In the face of the pressure of rising costs, some enterprises began to adjust their structures spontaneously and gradually turned to the middle and high-end market. Gradually abandon the low-end Middle East and African markets, thereby increasing the added value of products.

The lighting industry is a labor-intensive industry with low technical threshold. Most enterprises are small factories of dozens of people. After purchasing accessories, they are exported to the low-end market. In the fierce market competition, the business conditions of the enterprises have changed greatly. The data shows that SMEs are most affected by the economic environment. This is mainly because some SMEs fail to establish an effective quality control management system, or if they have a quality system, they do not produce according to the system requirements, and the production and quality management of the products are chaotic. Coupled with the sluggish economic environment at home and abroad, the advantages of the original low labor force and preferential policies have begun to weaken, and many small and medium-sized enterprises have experienced large layoffs or collapses.

The arrival of the financial tsunami has accelerated the reshuffle of the Guangdong lighting industry. In Zhongshan, the capital of lighting, after years of survival of the fittest, 13 large-scale lighting companies with export value of more than 10 million US dollars and 18 export value of more than 500 million US dollars have emerged. These large-scale enterprise management norms, strong independent development capabilities, and stable product quality, most of their products are exported to the higher requirements of the European and American markets. Many enterprises have maintained a strong momentum in the bleak international economic situation last year, fully reflecting the The anti-risk ability and international competitiveness of large enterprises. For example, Zhongshan Qilang Lighting Co., Ltd., with the support of Zhongshan Inspection and Quarantine Bureau, continued to grow and develop. In March 2008, it won the title of export-free inspection enterprise and became the first lighting company in the country to receive inspection-free enterprises.

Optimize export product structure adjustments and upgrades

Experts said that at present, lighting companies have greater uncertainty in production and operation. The advantages of low labor and preferential policies have begun to weaken. The export of lighting products also needs to change the concept of enterprises themselves, optimize the structure of export products and industrial upgrading: Reducing the export of low-end products and actively exploring the mid-to-high-end products. Due to the rapid increase in costs, enterprises exporting low-end products often cannot make profits but lose money. Lighting export enterprises should gradually untie them, no longer stick to product production, and increase product additions. Value, from single product manufacturing to product design, supporting, manufacturing and other full-service development, while transforming the company's production facilities and improving product quality.

On the other hand, it is necessary to strengthen the research and development of new products, and develop towards energy-saving electric light sources and export lighting products with patented technology. The European Union passed a resolution at the end of 2008 that will ban the use of large wattage (100 watts) incandescent bulbs in September 2009 and completely ban the lower wattage bulbs in 2012, which means the EU's demand for energy-saving lamps It will be further expanded, and EU local enterprises can only meet 25% of their market demand, which has created new development opportunities for Guangdong's energy-saving lamp enterprises to return and expand the EU market. The development and production of LED lamp products and energy-saving lamps are the trend of the world's lighting industry.

In order to further promote the export of Guangdong lighting, the Guangdong Inspection and Quarantine Bureau stated that it will strengthen the technical and information guidance for some small and medium-sized enterprises with unstable product quality, help them establish and improve the management system, and assist them to solve the quality in the production process. problem. At the same time, as soon as possible, establish a sound service platform to deal with technical trade barriers, pay attention to the implementation of technical barriers, and make full use of the relevant provisions of the WTO/TBT to protect the export rights of enterprise products. Formulate corresponding policies and regulations, accelerate the upgrading of industrial technology, and increase support for technological innovation of enterprises. Track standard changes in a timely manner, feedback to enterprises, help companies improve design, improve quality management and testing technology, and eliminate quality hazards.
