The Yizheng-Changling Crude Oil Pipeline Project, specifically the section from Yizheng to Jiujiang, has received approval from the National Development and Reform Commission under Document No. 1646 of Development and Reform Energy [2013]. The tendering entity is Sinopec Pipeline Storage & Transportation Co., Ltd., while the bidding agency is yet to be specified. The project funding is entirely self-raised by the company, with a 100% investment ratio. 2. Project Overview and Bidding Scope

2.1 Project Name: Adaptability Project of Anqing Terminal Station Employees' Apartment.

2.2 Construction Site: Anqing City, Anhui Province.

2.3 Construction Scale: This project involves repurposing idle buildings of Sinopec Anqing Branch into employee housing at the Anqing Terminal Station. The renovated space will include 18 dormitory rooms, a canteen, restaurant, men’s and women’s bathrooms, shower areas, and a laundry room. The total building area is 740 square meters, with a floor height of 3.2 meters on the second level.

2.4 Estimated Investment: 2.6 million yuan.

2.5 Planned Duration: 60 days, starting from the project commencement date to the completion date. Key milestones include:

- Commencement Date: February 15, 2018;

- Intermediate Handover Date: April 16, 2018;

- Final Delivery Date: April 16, 2018.

2.6 The project will be divided into one general contracting bid section.

2.7 Scope of Work: The tender includes two-story buildings and outdoor areas, interior flooring, wall and ceiling decoration, water supply and drainage, electrical and communication systems, as well as outdoor ground works, fencing, and drainage systems (for full details, please refer to the official documents or plans).

3. Qualification Requirements for Bidders

3.1 Basic qualifications required for bidders include:

(1) Being an independent legal entity registered within the People's Republic of China;

(2) Holding a valid qualification certificate issued by the relevant administrative authority, including professional construction contracting certificates of higher grades;

(3) Possessing a valid safety production license issued by the construction administrative department;

(4) Holding valid certifications for quality management, environmental management, and occupational health and safety management systems;

(5) Having experience in oil station garage renovation projects since 2015;

(6) Demonstrating good financial status, sufficient assets, and the ability to effectively execute the contract.

3.2 The tender does not accept bids from consortia.

3.3 The bidder must propose key personnel who will not be involved in other projects during the contract period. The qualification requirements for these personnel are as follows:

(1) The project manager must hold a secondary-level registered constructor qualification in construction engineering (registered with the bidder's unit), along with a valid safety inspection certificate for construction companies and a Sinopec safety qualification certificate (or a pipeline storage and transportation company safety certificate). They must have experience as a project manager in oil station garage renovation projects since 2015;

(2) The technical supervisor must have an engineering senior title and must have worked on housing decoration projects at oil stations since 2015;

(3) The safety officer must hold a registered safety engineer qualification (registered with the bidder's unit), a safety production assessment certificate for full-time safety personnel in construction enterprises, and a Sinopec safety qualification certificate (or a pipeline storage and transportation company safety certificate). They must have experience managing safety in oil station garage renovations since 2015.

3.4 The qualification review method is post-qualification review.
