Canceling the local directory of new energy vehicle promotion seems to be just around the corner

In recent years, an increasing number of consumers have shown a preference for new energy vehicles (NEVs). However, local protectionism continues to be one of the biggest challenges for companies trying to expand their NEV sales across regions. Recently, media reports have emerged alongside the introduction of the "Detailed Implementation Rules for the Fair Competition Review System (Interim)" and the resumption of calls for local energy catalog promotions. With annual declines in NEV subsidies, many are wondering whether the cancellation of local NEV promotion catalogs is truly on the horizon. According to recent reports, on October 17th, the Ministry of Industry and Information Technology, along with the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine, issued the "Measures for the Parallel Management of the Average Fuel Consumption of Passenger Vehicles and New Energy Vehicles." During the conference, industry experts advised relevant departments to eliminate local NEV promotion directories. On October 23rd, the "Detailed Implementation Rules for the Fair Competition Review System (Interim)"—issued by five key departments including the National Development and Reform Commission—stated that there should be no legal basis for excluding or restricting market participants through project libraries or directory systems. It also emphasized that market access barriers cannot be set through filing, listing, or establishing branches without proper legal grounds. This suggests that the cancellation of local NEV promotion catalogs may soon become a reality. Industry insiders point out that the main reason behind local NEV promotion catalogs is the presence of local subsidies. In Beijing, a new NEV 4S shop's salesperson mentioned that there has been no official announcement regarding the cancellation of the local directory yet. "It’s not ideal because it could affect both manufacturers and government subsidies. But nothing has changed so far, and things might change at any moment. Some areas don’t even have these catalogs, and the subsidy amounts vary. For example, our region offers better support, and pricing differs from place to place." Another 4S shop sales representative noted that current subsidies for sold models are split into two parts: national and local. Even if the local promotion catalog is eventually canceled, the final retail prices won’t differ much. "After the price is fixed at 12, even if subsidies decrease next year, manufacturers will compensate. Beijing’s subsidy is the highest." It is reported that, in addition to Beijing, cities like Shanghai and Tianjin have also introduced local NEV promotion catalogs. In some areas, although there are no formal directories, there are still differences between local and non-local products. Local governments often provide more substantial subsidies to locally produced NEVs, while foreign brands receive little or no support. Amid the ongoing debate about canceling the local NEV promotion catalogs, some people argue that with the gradual reduction of NEV subsidies, the impact of removing the local directory may be minimal. A government staff member said, “It’s possible that the state will implement a 20% cut in NEV subsidies next year, but until we get official news, the current subsidies—440,000 for some and 220,000 for others—will continue. The timing of the next release is still unclear.” According to industry insiders, on one hand, the national government encourages all regions to actively promote NEVs, foster fair competition, and allow better products and technologies to capture a larger market. On the other hand, local governments use their own funds to subsidize NEVs, which is seen as a way to support local companies. Du Fangci, an advisor to the China Association of Automobile Manufacturers, explains that the difficulty in canceling local NEV promotion catalogs lies in the subsidies themselves. “Local governments must consider their financial situations, as they need to cover local budgets. This is also why some provinces and cities resort to local protectionist practices, as the subsidies per vehicle are large and place significant pressure on local finances.” Du believes that lifting local protection in NEV promotion would help improve product quality and consumer rights. “Local protection in the auto industry has always been strong. For NEVs, this trend continues. Previously, we believed that opening up the market was essential for modernization. Without fair competition, it would be hard to achieve progress. Moreover, local protection hinders product development. It’s absolutely necessary to remove such barriers and hope for faster progress. For consumers, it’s also a form of protection. They have the right to choose, and local protection actually limits their options.”
