China model smart grid leads the world

Recently, in the global smart grid field, there are two major news stories. First, on May 18th, Gary Locke, Minister of Commerce of Chinese Americans and Chinese Minister of Energy Zhu Xiwen jointly announced the first standards for smart grid construction in the United States, marking the official launch of the US smart grid construction. Second, on May 21st at the 2009 International Conference on UHV Transmission Technologies, the State Grid Corporation of China formally released a research report called “Building a Strong Smart Grid” that attracted worldwide attention.

Although research and application of smart grids are still at an early stage in the world, Miao Xin, a senior engineer at the China Electric Power Research Institute, believes that there are three poles in the development of smart grids in the world: the United States, Canada, Europe, and China and India. China is contributing its own unique development model.

Abandon the "last kilometer" thinking

The power grid is the most complex man-made system in the world, and its massive information and control are complex. This also determines that under different national conditions, different countries have different directions and priorities for the development of smart grids.

Hu Xuehao, deputy chief engineer of the Chinese Academy of Electric Power, pointed out that the power grid architecture in the western countries tends to be stable and mature. Now it focuses on smart distribution networks, and China's power transmission grid needs to be strengthened. Natural gas power generation has become a common practice in the United States, Britain and other countries. China is currently constrained by fuel shortages. Europe and Japan are vigorously developing home solar power generation devices. In China, such devices may be installed more in the western desert regions.

Looking back at China, in 2020, the total installed power generation capacity will exceed 1.6 billion kilowatts, and the distribution of energy resources such as coal, water, and wind, and the layout of productivity will be very uneven. This determines that China must take the road of large-scale concentrated development and long-distance transmission. This requires the protection of the transmission grid.

Ju Wenlong, executive director of China Smart Grid in Juth, believes that the smart grid should cover all aspects of distribution and distribution, not just the “last kilometer” connected to customers. Each country's development plan for a grand smart grid should be selected for its own application module. The development of transmission grids in China is fast, so China’s smart grid research should focus on this area, not just focusing on distribution networks.

From the electricity market point of view, China's electricity market currently exists only between electricity generation and transmission, and the interaction mechanism between the electricity grid and the customer as a feedback signal cannot be formed. It is difficult for the distribution and customer side to form an effective smart grid. This is closely related to the maturity of the power industry.

In 2002, the United States Academy of Electric Power carried out the world's first smart grid framework research project, when the power distribution and customer side were the focus of their research. However, Sun Hongbin, a professor at the Department of Electrical Engineering at Tsinghua University, pointed out that in 2008, the Academy of Electric Power, which first proposed the smart grid, began to transfer the reference of the smart grid to the transmission side.

"Strong" and "Smart" are all in one

“Intelligence is about the beautiful performance of the entire power grid, but its main body is the power grid, and the power grid needs to be strong first. The UHV power transmission project being implemented in China is to solve the 'strong' primary grid problem,” said Zhang Boming, a professor at Tsinghua University.

UHV has greatly promoted the maturity of the smart grid concept. At the 2009 International Conference on UHV Transmission Technology, experts generally believed that China's power grid is in a period of rapid development and grids are changing rapidly. Our country relies on large-scale energy bases and adopts the “One Special Four” strategy to achieve an optimal allocation of energy resources in a wider range, which determines that China’s construction of a smart grid must have Chinese characteristics.

Zhang Boming also believes that the smart grid will support the UHV grid operation. From a spatial point of view, UHV transmission shortens the electrical distance between the two ends of the system. The 1000-kilometer 1000-kilovolt UHV transmission line is only a few hundred kilometers of 500 kilovolt transmission line in electrical distance. This makes The electrical distance between large areas of the grid is shortened.

Zhang Boming said that after the introduction of UHV transmission in China's power grid, the control center needs specialized technology to coordinate safety and economic objectives. It will take longer to optimize economic objectives such as coordination between fire and water, coordination between cascaded power stations, coordination of wind power and rapid response to power. It is also necessary to consider security constraints objectives in a wider area of space, such as the constraints of large-range transmission power. As the scale of power grid for security analysis is expanded, in order to meet the requirements of real-time applications, higher-performance computers, more computer clusters, and more intelligent multi-agent technologies are needed to implement.

"We should combine the strengths of 'strong' and 'smart' in one person." This view is being recognized and accepted by more people.

Discover the value of smart grid

The word "Electronomics" is hot in the United States. This is the masterpiece of the combination of the words "electricity" and "economics" by Jesse Bost, the head of the US global smart energy program. He pointed out that in 1950, 20% of US GDP was directly dependent on electricity; today, this proportion has exceeded 60%, and the future is even more embarrassing, because now is the dawn of the smart grid.

In order to build a smart grid, we must combine the focus on technological development and the creation of higher commercial value, so as to build and use the power grid. According to Vogeschico of Accenture, power systems such as power generation, transmission, substation, power distribution, electricity service and dispatch can benefit from smart grids.

A good news is that in China, the integration of industry and information technology has become a trend, and the electronic information industry revitalization plan will increase the level of informatization in various industries. Integrate and integrate enterprise asset management and grid production and operation management resources to provide a full range of information services for grid development, which is the internal driving force for the development of smart grids.

The “Strong Smart Grid” research report reveals that the State Grid Corporation of China must build a strong smart grid to realize the standardization of grid-connected power supply and power supply facilities and the intelligent control of power grid operations, improve the operational efficiency of power system assets and the entire society. The energy efficiency, improve power quality and reliability of power supply, and innovate business service models to enhance the two-way interaction between the power grid and customers and customer value-added services.

Song Yonghua, assistant president of Tsinghua University, pointed out that the idea of a strong smart grid is new and challenging. If China succeeds, it is expected to provide experience for other developing countries. According to Hideo Toshihiko, Deputy Minister of Japan's Overseas Electricity Investigation Department, China’s pace will always be the focus of attention of all countries in the exploration of the smart grid.
