**II. Project Description**
1. The services also cover the project departments and other related operations, as detailed in the project requirements document.

3. Service Term: One year from the date of contract signing.
4. Project Budget:
- First Package: 31 yuan per person per day, including 16 yuan for food materials (4 yuan for breakfast, 12 yuan for lunch), and 15 yuan for management expenses. Monthly service is calculated on the 22nd.
- Second Package: 27 yuan per person per meal, with a fixed fee of 12 yuan and 15 yuan for management costs. There are no rest days in the month.
- Third Package: 27 yuan per person per meal, with 12 yuan for food and 15 yuan for management. Equipment depreciation costs will be determined after site survey. Monthly service is also calculated on the 22nd.

**III. Supplier Qualification Requirements (Substantive Requirements)**
1. Must be an enterprise registered within the People’s Republic of China with independent legal status. Must provide a valid "Business License" (copy), with business scope covering catering and cleaning services.
2. Bidders for the first package must provide at least one Level I chef and corresponding staff, two Level II chefs and staff, and one pastry chef and staff. At least 15 management personnel must hold valid health certificates for food processing.
- Bidders for the second package must provide at least four Level II or above chefs and staff, with no fewer than 16 project service and management personnel, all holding valid health certificates.
- Bidders for the third package must have at least two Level II or above chefs and staff, with no fewer than 8 project service and management personnel, all with valid health certificates.
3. The bidder must not have any major violations in business activities over the past three years (2014–2016), and its staff must also have no such records. A written commitment with company seal is required.
4. Provide proof that there have been no major food safety incidents in the past three years (2014–2016). A written commitment with company seal is required.
5. Bidders must provide qualification certificates for suppliers of raw materials (grain, oil, meat), including business license, hygiene permit, or food circulation permit. These documents must be copies with the bidder's official seal.
6. Provide a valid Food Business License, with the main business being canteen operations.
7. Provide third-party test reports for food containers and tableware that meet GB14934 "Food (Drinking) Disinfection Health Standards."
8. Bidders for the second package must provide qualification certificates for fuel suppliers (methanol liquid fuel), including the supplier's business license (with the supplier's official seal) and business scope covering fuel sales.
9. Bidders for the third package must provide product certifications for canteen processing equipment.
10. This project involves investment and operation.
11. The project does not accept consortium bids and prohibits subcontracting.
