Financial support for photovoltaic industry policy is on the verge

From September 5th to July 7th, the 13th China Photovoltaic Conference was held during the period. The conference was jointly organized by the China Renewable Energy Society and the National Renewable Energy Center. Shi Dinghuan, President of the China Renewable Energy Society, Wang Zhongying, Director of the National Renewable Energy Center, officials of the German Energy Agency, and Hanergy and Yingli, leading companies in the photovoltaic industry, will attend the meeting to jointly explain the current status and future development of photovoltaics.

On the eve of the opening of the conference, the reporter learned from the industry that the "Opinions on Promoting Distributed Photovoltaic Development Financial Services" jointly prepared by the National Energy Administration and the China Development Bank will be issued in the near future. The article entitled “Distributed Photovoltaic Power Generation Financial Support Will Be Expanded to Natural Persons” was reported by Ben Wang in mid-August. People close to the Energy Bureau stated that the policy has already gone through the signing process and will be issued soon.

Specifically, the highlight of the new regulations for financial support is to extend the scope of support to power companies, distributed power generation projects and natural persons, and the credit scale can be as low as 5-50 million yuan. Once implemented, personal financing channels for the development of distributed photovoltaics have been secured, and the recently introduced PV subsidy policy has ensured the economic efficiency of individuals or businesses participating in distributed photovoltaic power generation.

The State Council issued the "Circular on Exploiting Price Leverage to Promote the Healthy Development of the Photovoltaic Industry" issued on August 30th. Photovoltaic power subsidy is RMB 0.42, which is higher than the previous market expectation of RMB 0.35/kWh. A researcher in the wind power industry told reporters that at this price, the distributed photovoltaic yield can reach about 10%, and at the same time, it can also shorten the return period of investment. Taking a photovoltaic power plant with an installed capacity of 5MW as an example, the total investment is about 150 million yuan, the annual on-grid power is about 7400MWh, and the standard of electricity subsidy of 0.42 yuan is used to calculate the cost recovery in 6 years or so, which is much shorter than the expected 10-year cycle. .

Since the beginning of this year, the PV industry has experienced overcapacity, overwhelming industry chain corporate capital chain fractures, and EU negative reactions, and the industrial chain has suspended a large area. In the first half of the year, it only achieved a target of less than 3GW, far lower than the annual 10GW plan. However, after this, with the determination of the minimum price for exports to the EU, the European Union lifted punitive tariffs on export companies, and the industry entered a stage of bottoming out. The government has also successively introduced industrial support policies, and companies have started work in succession. The development of photovoltaics and the construction of power plants have become two major highlights. Specific to listed companies, the gross profit margin of the inverter leading solar power supply is expected to increase, and the development of a fully-reconstructed hydropower power station is underway. The installed capacity of nearly 400MW is in the leading position in the industry.
