3. Bidder qualification requirements
3.1 The bidder must have an independent legal personality, a valid business license and a safe production license, and have a good financial position.
3.2 The bidder must have qualifications of Grade 2 and above for general construction contracting and have corresponding construction capabilities in terms of personnel, equipment, and funds;
