Interpretation of European and American Energy Efficiency Requirements for LED Bulbs and Lamps

At present, natural resources are becoming increasingly tense, and the contradiction between people and nature is becoming more and more prominent. How to save natural resources and maintain the long-term ecological balance of the earth is an important issue we face. For a long time, the energy consumed by lighting has always occupied a large part of the total energy consumption of human beings. 20%-50% of the total energy consumption of homes and offices comes from lighting. As a new generation of energy-saving lighting products, LED light source has attracted more and more attention from more and more countries due to its advantages of energy saving, environmental protection, long life and strong environmental adaptability. At present, LED light sources are becoming more and more popular with the decline of cost. Countries have also put forward their own requirements for the detection of energy efficiency of LED lights and LED lamps. This article gives a brief introduction to the requirements of LED energy sources and lamps in Europe and the United States.

1. European energy efficiency requirements

The energy efficiency requirements in Europe are mainly represented by the requirements of the European Union's ErP. The ErP instruction, like the LVD instruction and the EMC directive, is also included in the EU CE system. Therefore, the relevant products must comply with the ErP requirements before the CE mark can be marked on the product nameplate and the designated agency is responsible for market supervision. This is an EU enforcement requirement. In terms of lighting products, since the EU introduced the EC244/2009 for non-directional light sources (mainly halogen lamps, fluorescent energy-saving lamps) and EC245/2009 for fluorescent tubes, ballasts and lamps made up of them in 2009, In December 2012, EU1194/2012 was launched for all LED bulbs and directional light sources. Below we will give a brief introduction to the requirements of LED lighting products.

First, it is divided into three phases to achieve this requirement. The first phase is September 1, 2013, the second phase is September 1, 2014, and the third phase is September 1, 2016. It requires that the source of light complying with the EU1194 range, including the LED source, meet the following EEI requirements:

In addition, all LED light sources and LED lamps must meet the following test requirements:

According to the regulations, each test requirement requires an average of 20 samples and a judgment in the table. The entire test cycle is at least 6000 hours.

2. US energy efficiency requirements

The current energy efficiency requirements for LED bulbs and luminaires in the United States are mainly concentrated on the Lighting Facts label, ENERGY STAR and DLC of LED luminaires, all of which are voluntary requirements. In addition, in California, mobile LED luminaires need to meet California energy consumption. Special requirements, this is a mandatory requirement. The following are explained separately:

(1) Energy efficiency requirements for Lighting Facts label

It is the energy efficiency label announced by the US Department of Energy (DoE). Currently it is only for LED lighting products. It is intended to be “Give them the Facts” in order to make lighting products more specific and credible. From five aspects, the customer is told the true performance parameters of the product: initial lumen lm, initial luminous efficiency lm/W, input power W, correlated color temperature CCT, color rendering index CRI. Two optional indicators have been added from the lighting facts requirements issued in October 2012, namely “Quality Assurance” and “Lumen Maintenance Rate” indicators based on LM-80 and TM-21 tests. Applicable LED lighting products range: AC mains or DC power supply complete lamps, low voltage 12V AC or DC lamps, separable power LED lamps, linear or modular products. The range of LED lighting products that are not applicable is: solar or battery-powered LED lamps, LED strips and LED panels that are not limited in length and shape. The energy efficiency test of the Lighting Facts label requires laboratory independent qualifications and must be independent third parties, and the test data and reports issued by accredited laboratories are valid. The customer can then entrust the lab to register or register online to take effect. The current registration fee is free.

(2) Energy efficiency requirements for ENERGY STAR Energy Star

The ENERGY STAR ENERGY STAR logo was created in 1992 by the Environmental Protection Agency (EPA) and the Department of Energy (DOE) to ensure that the energy efficiency of the listed products meets regulatory requirements.

The current ENERGY STAR requirements for LED lighting products are mainly for LED bulb Integral LED Lamps V1.4, effective date is May 13, 2011, and Luminaires V1.2 for LED lamps, effective December 21, 2012 day. There are three main types of LED bulbs: non-directional lamps, directional lamps and non-standard lamps. It has strict requirements on the relevant photoelectric parameters and lumen maintenance and life of LED bulbs. It evaluates the lifespan by selecting lumen maintenance data of 6000 hours or longer according to L70 method to evaluate its life. Considering LED bulbs The test time is longer. Integral LED Lamps V1.4 also adopts a method similar to fluorescent energy-saving lamps, which can submit pre-applications after 3000 hours if the conditions are met. If the conditions are met, the energy star can be printed on the product in advance. The logo enters the market, and his precondition is that the LED chip used has passed the LM-80 test report. In addition, the Integral LED Lamps V1.4 currently has a color temperature for the LED bulb, which can only be selected to comply with ANSI_ANSLG C78.377. -The four color temperatures of 2700K, 3000K, 3500K and 4000K required by 2011.

Luminaires V1.2 is an ENERGY STAR requirement for all luminaires. It is divided into two categories: directional luminaires and non-directional luminaires. The LED lamps involved mainly include non-directional lamps for LED energy-saving lamps with replaceable GU24 lamp heads, recessed LED lamps for residential use, outdoor LED pole lamps for residential use, downlight LED lamps for residential and commercial use, residential and commercial LED lighting for local lighting, LED lighting for residential and commercial cabinets, integrated LED lighting for residential and commercial use, etc., ENERGY STAR testing of lamps allows the same series of tested lamps to consider housing and base, LED thermal management Components, shape, mounting method, electrical connection, reflector and lamp trimming, lampshade and diffuse lens, light source characteristics, light source-related color temperature, LED driver, etc. are classified to test whether to allow the corresponding test items to be combined. Since the life of LED luminaires is also evaluated by the L70 method, each LED luminaire under test also needs to pass the LM-80 report. The entire test cycle is much less than the test cycle of the LED bulb.

ENERGY STAR's energy efficiency requirements are laboratory qualification requirements. It requires the laboratory not only to be an independent third party, but also to have the appropriate safety qualifications and to obtain test data from the EPA Recognized Test Lab. And the report is valid. It is then submitted by the laboratory to the EPA Certification Body of its own Energy Star and is validated upon registration on the EPA's website. Throughout the certification process, since the ENERGY STAR test products first pass the safety test and the energy test time is fixed, the choice of the test laboratory is very important, such as the INTERTEK China local laboratory. Because of its leading position in all performance testing areas of lighting products in the United States, and because of its distribution of laboratories throughout the country with both ETL and ENERGY STAR testing qualifications, the issuing agency is also in INTERTEK, then It can greatly accelerate the entire certification process at the stage of the overall testing and certification process.

ENERGY STAR's market surveillance is very strict. EPA regularly selects products from the market for all ENERGY STAR products to conduct regular random inspections. If you fail to check unqualified products, you must immediately cancel ENERGY STAR qualifications and have the right to manufacture. Merchants make further compensation to consumers.

(3) Energy efficiency requirements of DLC

The full name of DLC is "The DesignLights Consortium". A voluntary energy efficiency program initiated by the Northeast Energy Efficiency Partnerships (NEEP). It is a leader in certifying the quality and performance of energy efficient lighting. The goal of DLC is to promote the adoption of high quality, energy efficient lighting designs in all industrial and commercial lighting applications. The DLC certified product catalog is used for the promotion of high performance LED luminaires that are not covered by the ENERGY STAR standard throughout the United States. The current version of the DLC technical requirements form is the V2.0 version issued on April 5, 2013. The lighting products involved in the lighting products are mainly concentrated in outdoor commercial and industrial building LED lamps such as outdoor wall lamps, garage lights, wall washers, 32 types of lighting products such as mining lamps, outdoor LED lamps and LED tubes. This catalogue will be updated with the popularity of LED technology . It represents the higher quality of LED lighting products. And its scope does not coincide with the ENERGY STAR product range, that is, if ENERGY STAR incorporates the product into its system, DLC permanently transfers the product. Its main performance requirements for the product: total luminous flux, annular luminous flux, luminous efficacy, color parameters, including color temperature, color rendering index, lumen maintenance, power factor, harmonic distortion. DLC's energy efficiency testing requires laboratory qualifications and must be independent third parties, and test data and reports from accredited laboratories are valid. Then the client entrusts the lab to register or go online to register and take effect. At present, DLC requires the registration fee for the applicant to charge a certain fee.

(4) California Energy Efficiency Requirements

In order to improve the efficiency of electricity products, save energy, reduce gas emissions and the greenhouse effect, the California Energy Commission of the United States implemented the Appliance Efficiency Regulation according to law on December 30, 2005. . A total of 23 regulatory requirements for energy efficiency and efficiency of use in California products. The current requirements are the requirements for implementation in October 2012. Among them, in the lighting products, it is stipulated that the energy efficiency requirements of the movable LED lamps are only required to meet the requirements of the following tables.

CEC's energy efficiency testing requirements for laboratory qualifications must be independent third parties, and the test data and reports issued by accredited laboratories are valid. The customer can then entrust the lab to register or register online to take effect. The current registration fee is free.
