Mexico releases mandatory outdoor standards for LED lighting

Recently, the Mexican Ministry of Energy issued a mandatory standard NOM-031-ENER-2012 "Energy Efficiency Specification and Test Method for LED Lamps Used in Roads, Highways and Outdoor Public Areas" in its official gazette, and on May 5, 2013 Effective from the date of the day, all LED lighting products covered in the scope of this standard must be tested according to this standard when entering the Mexican market.

The standard specifies detailed requirements for minimum energy efficiency requirements, classification, test procedures, labeling, and market surveillance for outdoor-use LED luminaires. In terms of minimum light efficiency requirements, the minimum luminous efficiency requirement for road lighting LED lamps is 70 lm/W, the minimum luminous efficacy requirement for outdoor LED wall lamps is 52 lm/W, and the minimum luminous efficacy requirement for outdoor LED lighting lamps is 70 lm/W. W. On the Luminous Flux Mark, the total luminous flux measurement of all outdoor luminaires shall not be less than 90% of the standard value on the product marking. The standard also requires power factor and harmonic distortion, requiring that all outdoor LED luminaires have a power factor of not less than 0.9 and a total harmonic distortion of no more than 20%.

The Mexican standards are divided into two categories: the NOM standard and the NMX standard. The NOM standard is a mandatory standard issued by the Mexican government agency and is formulated by the Mexican Standardization Committee. Both the draft and the official text must be published in the Mexican Official Gazette. The NMX standard is a non-mandatory standard issued by an officially recognized standard authoring agency in Mexico. It becomes a mandatory standard only when the NMX standard becomes a reference for the NOM standard or is cited by relevant regulations. The Ministry of Energy has issued a national standard for energy efficiency in Mexico through the National Energy Conservation Committee. The National Advisory Committee on Energy Conservation Standards in Mexico is responsible for the formulation, implementation and monitoring of standards for energy efficiency national standards in Mexico.

To this end, the inspection and quarantine department reminds outdoor LED lighting manufacturers: First, familiar with mandatory standards. The standard covers a wide range of LED product requirements, making sure that the product meets all specifications. The second is to strictly control product quality. Due to the high technical indicators of the standard, it is necessary to work hard at all stages, especially for the minimum light efficiency indicators, it is necessary to meet its energy efficiency requirements. The third is the appropriate identification of product marks. When marking the luminous flux and life, it must be based on the actual product, and must not be blindly marked. It is necessary to prevent excessive marking and fail to meet the requirements and cause returns. The fourth is to pay close attention to the industry dynamics of other countries and establish channels and mechanisms for obtaining foreign standards and technical trade measures. The energy efficiency of the luminaire will be a long-standing topic of “getting more and more strict”.
