I. Project Overview and Bidding Content

(I) Tender No.: CYX2016-ZB-241

(II) Bidding content: It mainly aims at providing service function optimization, business process optimization, business maintenance and system support, and on-site technical support maintenance services for the business system on the unified IVR platform.

(3) Term of service: 5 months from the date of signing the contract

Second, potential bidder qualification requirements: (This item can not be deviated)

(1) Business license and registered capital

Registered in the territory of the People's Republic of China, with an independent legal personality (a copy of a valid and valid business license and corporate identity), with a corresponding business scope. The registered capital shall be RMB 3 million (inclusive) or more. If the registered capital is in foreign currency, the RMB shall be converted into RMB at the exchange rate mid-term issued by the People's Bank of China on the first day of the bid opening date, which shall not be less than RMB 3 million after conversion.

(2) Potential bidders should have registered at the bid invitation agency of this project and formally obtain the bidding documents for this project.

(III) Financial requirements

1. Provide auditors' reports or financial statements audited by bidders or auditors in the past three years (2013-2015). If the audit report or financial report for 2015 cannot be provided, relevant certificates must be issued. (2012 to 2014) audit report or financial statement. If the company is established for less than three years, it will provide audit reports or financial statements since the establishment of the company. (Needs to provide a scanned copy of the balance sheet, cash flow statement, and profit statement; any missing item is deemed not to have been provided.);

2. There is no continuous loss in the past three years (2013 to 2015).

3. The bidder shall be a general VAT payer; (The VAT general taxpayer's certification materials issued by the state tax authorities shall be provided, such as the VAT general taxpayer's stamp in the copy of the tax registration certificate).

(D) performance requirements:

The Bidder has relevant performance experience in recent years (2013 to date) with 2 or more value-added platform software development projects and a single contract amount of more than 100,000. (Contracts include at least: home page, large page, amount page)

(V) Credit requirements:

In the past three years (2013 to date), there has been no litigation or arbitration, with good bank credit and business reputation. None has been ordered to suspend business, property has been taken over, frozen, or bankrupted. Provide business commitments and performance commitments affixed with the official seal of the company.

(6) Other requirements:

1. Two or more legal persons whose legal representative is the same person, parent company, wholly-owned subsidiary company and its holding company shall not participate in the bidding of this project at the same time;

2. The vendor participating in the bid shall be able to directly sign the domestic trade contract with the buyer as the seller.

3. The bidder shall comply with the relevant provisions of the “PRC Bidding Law” and the “PRC Bidding Law Implementation Regulations”.

4. The Commonwealth does not accept bids for this consortium.
