Electrical Safety Work Procedures of the Ministry of Electronics Industry

Chapter I General Provisions

Article 1 This Regulation is formulated in accordance with the "Electricity Safety Work Regulations" issued by the Ministry of Water Resources and Electric Power, combined with the characteristics of the electronic industry, to implement the safety first, prevention-oriented policy and to ensure the safety and health of employees in production.

Article 2 The operation of power equipment shall be based on safety and fully implement the “safe, reliable, economic and reasonable” eight-character policy.

Article 3 All electrical duty personnel, maintenance and repair, construction and installation, testing, design and supervisors and technical supervisors must implement this regulation. Non-electrical personnel are prohibited from repairing or disassembling electrical installations.

Article 4 This regulation is applicable to Power Supply and distribution systems of 10 kV and below 10 kV; power supply systems of 35 kV or more shall be implemented in accordance with the "Electricity Safety Work Regulations".

Article 5 When a staff member discovers that there is a violation of this regulation and is sufficient to endanger the safety of personal equipment, it shall be stopped or refused.


Chapter II Basic Requirements for Electrical Safety Work

Section 1 General Provisions

Article 6 Electrical equipment is divided into high pressure and low pressure.
High voltage: The device has a ground voltage of 250 volts or more.
Low voltage: The device has a ground voltage of 250 volts or less.

Article 7 Electrical workers shall meet the following conditions:
1. In good health, the doctor identifies the disease that does not hinder the work;
2. Have the necessary electrical knowledge and be familiar with the relevant national regulations and procedures in accordance with their duties and work nature, and pass the examination of the competent department;
3. There must be an electric shock emergency method and electrical fire prevention and fire fighting methods.

Article 8 Regardless of whether the electrical equipment is energized or not, anyone who fails to make safety technical measures shall be treated as having electricity, and shall not be removed or crossed over to work.

Article 9 Power supply equipment shall be regarded as having electricity regardless of whether the instrument has voltage indication or not.

Article 10 When the power supply is approved for power failure, the power shall be cut off according to the scope, and the scope of power outage shall not be expanded arbitrarily.

Article 11 The so-called operating equipment is all charged or partially charged, or equipment that can be powered upon operation.

Section 2 Substation Duty Work

Article 12 The personnel on duty of a substation shall, in addition to comply with the provisions of Article 7, be familiar with the performance of electrical equipment within the scope of the control, the first and second line diagrams, and be able to handle the operation and accidents skillfully.

Article 13 The personnel on duty of a substation shall not be less than 2 persons per class. In case of only one person in special circumstances, this person must have the ability to work independently and handle accidents, and only the monitoring equipment shall be operated, and shall not be engaged in repair work alone.

Article 14: Main tasks of substations on duty:
1. The monitoring instrument ensures the normal operation of the equipment, and corrects faults and accidents correctly and decisively;
2. According to the tasks of the load of the filial piety equipment, maintenance test and other tasks, adjust the operation mode, implement safety technical measures and safety organization measures, and cooperate with the completion of the task;
3. Seriously and accurately record the operation log and copy the prescribed forms and statements on time;
4. Do a good job of charging and saving electricity;
5. Do a good job of inspection records of equipment defects and maintenance and maintenance of equipment to improve the integrity of equipment;
6. Keep the fire equipment and common tools in the station;
7. Do a good job in cleaning the equipment and workplace.

Article 15: You must not enter the substation without approval, and visit the inspectors from outside. The pits must be registered.

Article 16 The duty room shall have the following materials and tools:
1. Power supply equipment operation simulation diagram and main wiring diagram;
2. Drawings that are consistent with the actual situation;
3. Qualified common meter;
4. Temporary carrying lighting tools;
5. Commonly used electricians, fitter tools and maintenance materials;
6. Qualified safety equipment;
7. Electrical fire fighting equipment.

Article 17: On-duty personnel may not do things that are not related to work during the duty period, and may not leave the job without authorization. Section III Substation Handover Work

Article 18 The shifter shall try his best to create favorable conditions for the next shift and do the following work in advance:
1. Check the good running simulation chart;
2. Organize the operation record and the contact business and instructions of the superior and relevant units;
3. Organize the records of the important operations, faults, and accidents in this class, and propose the work to be done in the next class;
4. Organize the drawings and materials stored in the duty room;
5. Review and organize the operation tickets and work tickets;
6. Complete the sanitation work.

Article 19 The succession personnel should arrive at the scene 10 to 15 minutes in advance, and learn and check the operation of the equipment in detail.

Article 20 shall not be transferred in the following circumstances:
1. The successor is drunk or the main duty person has not arrived;
2. The successor has not clarified the situation;
3. During the accident or during the operation of the switch. At this time, the work should be based on the staff on duty, and the successor should assist the work under the unified leadership of the class leader.

Article 21 After the handover is clear, the duty monitor shall sign the duty log.

Section 4 Inspection and inspection of electrical equipment

Article 22 Inspections must generally be carried out by two persons, at least one of whom must comply with the provisions of Article 12. The competent technician, the chief of duty, and the technical director are allowed to patrol the inspection equipment separately. During the inspection, the electrical equipment shall not be opened. The column works, and the workload is not large. When the following conditions are met, permission to open the barrier or cross the barrier to work:
1. The live part is on the front or side of the staff member;
2. The minimum distance of the human body to the charged part is 6 kV and below >= 35 cm; 10 kV >= 70 cm;
3. The grounding condition is good;
There is no single-phase grounding in the 4.6 to 10 kV system.

Article 23 When inspecting inspections, it is necessary to bring common tools, wear insulated shoes, wear insulated gloves, flashlights and notebooks for use.

Article 24 When a high-voltage equipment is grounded, the indoors shall not be within 4 meters of the fault point, and the outdoor shall not be within 8 meters of the fault point. In the above range, personnel must wear insulated shoes; when contacting the equipment casing and frame, wear insulated gloves.

The fifth section of the switch operation

Article 25 The operation of the switchover must be carried out according to the order of the power dispatcher or the supervisor, and the guardian is more skilled in the technical business. The operation of the switching operation is completed by the operator, and each operation ticket can only be filled in one operation task.

Article 26 The operation sequence of the switching operation is: closing the power supply and closing the power supply side knife switch, and then combining the load side knife switch, and finally combining the oil switch or the air switch with the arc extinguishing capability; the power failure sequence is opposite to the above. With the drop-type insurance operation, the power is first combined with the phase, and finally the middle phase; the power failure is opposite to the above. When the cable is broken, the wind direction should also be considered. It is forbidden to use the knife switch with no arc extinguishing capability to electrify.

Article 27 For the following switching operations, an operation ticket must be signed:
1. Parallel and unloading of power supply system transformers;
2.10KV high voltage equipment has more than two switching operations. (The above important operations are issued by the power dispatcher or the competent technician.)

Article 28 The following operations may not require the operation of a ticket, but a guardian must be present;

1. A single operation of stopping the oil switch or other switch when the grid is limited in load;
2. Accident handling.

Article 29: Fill in the operation ticket of the switch, according to the actual operation of the simulation chart, fill in the main contents:
1. Operational tasks;
2. Sending, receiving people, operators and guardians;
3. The switch that should be broken and closed;
4. Protection and automatic devices that should be retired and cast;
5. Ground wire that should be removed and installed;
6. Important inspection and repair items;
7. Operation start time and end time.

Article 30 The equipment shall be checked during operation, and the inspection shall be correct. During the execution process, the guardian shall issue an order for the operation of the ticket, and the operator shall perform the operation accurately. If there is any doubt during the operation, the operation ticket shall not be altered without authorization. The person in charge or the person in charge of the report reports and figure out the operation.

Article 31 The operation tickets shall be numbered first and used in the order of numbers. If the operation ticket is invalid, the words “obsolete” shall be indicated; the words “executed” marked with operation shall be indicated. The above operation ticket is kept for 3 months.

Chapter III organizes measures to ensure safe work.

Article 32 Organizational measures to ensure safe work include:
1. Work ticket system;
2. Work permit system;
3. Work guardianship system;
4. End of work and power transmission system.

The first section of the work ticket system

Article 33 The following work shall be completed by work ticket or by order:
1. Part or all of the power outage;
2. Although the equipment does not need to ask for power outages, it is necessary to make a fence near the live equipment. Other safety technical organization measures and points for attention. Accident emergency repair equipment, you can not fill out the work ticket, but security technology organization measures should meet the requirements of safe work, and have guardians.

Article 34 The work ticket shall be filled out clearly by the person in charge of the maintenance work with a pen or a ballpoint pen, in duplicate, one for the person in charge of the work, and one for the work of the duty officer.

Article 35 Work tickets shall be issued by the competent technical technician or the person in charge of the power department.

Article 36: Responsibilities of the relevant personnel in the work ticket:
1. Work ticket issuer: Whether the person in charge of work is suitable, the necessity of work, the safety technical measures and safety organization measures to be made are correct and complete.
2. The person in charge of the work (guardian): organize the work correctly and safely, carry out safety and ideological education in accordance with the actual situation, supervise and supervise the staff to abide by the safety regulations; check whether the safety measures contained in the work ticket are correct and complete, and whether the security measures the duty officer has done Meet the actual conditions of the site; give safety to the staff before the work.
3. Work licensor (on duty): Responsible for reviewing whether the safety measures listed in the work ticket are correct and complete; whether the safety measures arranged at the work site are perfect; checking whether there is a danger of sudden call in the power outage equipment; the contents listed in the work ticket occur Questions must be clarified to the issuer of the work ticket, and a detailed supplement is required if necessary.
4. Members of the work class: mutual care, mutual supervision, and work in strict accordance with safety regulations.

Section 2 Work Permit System

Article 37 The work licensor (on duty) shall, after completing the safety measures at the construction site,:
1. The person in charge of the work will go to the site to check the safety measures again, and touch the test to prove that the maintenance equipment has no voltage;
2. Specify the benefits of the live equipment and the precautions for the person in charge of the work;
3. Sign the work permit with the person in charge of the work. Only after completing the above licensing procedures can you start work.

Article 38 The person in charge of work or the licensor of work shall not arbitrarily change the safety measures, and the duty officer shall not change the operation and connection mode of the relevant maintenance equipment. If there is a special situation that needs to be changed during the work, the other party's consent should be obtained in advance.

Article 39 When the workload is large and it is necessary to work for a long time, all the safety measures shall be retained (the principle of not impeding the normal operation of other equipment). The work ticket may not be issued repeatedly, but the work is responsible for the work before the next work. The person on duty will check whether the safety measures are complete and confirm that they are correct before proceeding.

Section III Work Guardianship System

Article 40 The person in charge of the work shall clearly explain to all staff the tasks, scope of work, matters needing attention, and parts of the electricity. The person in charge of work (guardian) must always work on the spot, and carefully guard the safety of the staff to correct the violation in time. the behavior of.

Article 41 When the person in charge of work needs to leave the scene temporarily, he shall designate a guardian to replace it, and shall inform the substitute person of the relevant matters and notify all staff.

Article 42 If the work is in two places, the person in charge of the work may assign personnel with practical experience to go to another place, but the tasks and precautions must be clearly explained.

Section 4 End of Work and Power Transmission System

Article 43 After the work is over, the person in charge of the work shall be responsible for inspecting and cleaning up the work site, dismantling all safety measures, evacuating all staff, ensuring that the work equipment can be safely delivered, and then completing the work procedures with the duty officer.

Article 44 After receiving the application for the work of the person in charge, the duty officer shall check the work equipment and, after meeting the operational requirements, sign the work ticket with the person in charge of the work, indicate the end of work time, and recover the work ticket.

Article 45 Before the completion of the work ticket, the duty officer shall not switch the maintenance equipment to power. During the interruption of work, if it is urgent to send electricity, it must be notified according to the person in charge of the work, all the staff have left the work place, the safety measures are removed, and the electrical equipment meets the requirements before the power can be delivered.

Article 46 The completed work ticket shall be kept for 3 months.

Chapter IV Technical Measures to Ensure Safe Work

Article 47 To work on all and part of the blackout equipment, the following safety measures must be completed:
1. Power outage;
2. Power inspection;
3. Install the grounding wire;
4. Hang the signboard and install the fence.
The above measures are performed by the duty officer and should be monitored.

The first quarter of power outage

Article 48 The equipment that must be powered off at the working place is as follows:
1. Equipment for overhaul;
2. Equipment with a distance of less than 35 cm from the normal range of activities of the staff member;
3. The live part is behind or on both sides of the staff;
4. It is impossible to make the necessary safety precautions and affect the working live equipment.

Article 49 In the event of power failure, the relevant power supply must be disconnected from all aspects. There must be obvious visible disconnection points for power failure. It is forbidden to carry the load to close the isolation knife switch.

Article 50 The scope of power outages shall be limited to meet the safety work. The scope of power outages shall not be expanded arbitrarily. Before the power outage, it shall contact the important power supply units such as the pumping station, the medical office and the boiler room to prevent adverse consequences caused by sudden power failure.

Second section of electricity inspection

Article 51 The electroscope must comply with the voltage level of the equipment to be inspected. Before using the electroscope, the power should be checked on the powered equipment. (When the electrified experience is above 6 kV, the electroscope is prohibited from contacting the electrified body) The electroscope is good before it can be carried out. Insulation gloves should be worn when inspecting electricity, and insulated boots should be worn. It is not allowed to use voltmeters and signal lights to indicate whether there is any electricity.

The third section installs the grounding wire (including the shorting wire)

Article 52 When it is verified that the equipment has no electricity, the maintenance equipment shall be discharged immediately, and the three-phase grounding shall be short-circuited. When there are several aspects of the working equipment that may be called, several sets of grounding wires shall be hanged. The grounding wire should be hung in a place visible to the staff, but it should not be hung in front of the staff to prevent the staff from being burned when a sudden call occurs.

Article 53 The installation of the grounding wire must be carried out by two people. When connecting, connect the grounding terminal first, and then connect the conductor end, it must be in good contact. The order in which the ground wire is removed is the reverse of the above. Insulation rods or insulated gloves should be used for the installation and removal of the grounding wire.

Article 54 The grounding wire shall meet the requirements of short-circuit current, and shall be made of multi-strand soft bare copper wire with a section not less than 25 mm 2 . The ground wire should be numbered and stored at a fixed location.

The fourth section hangs the signboard and installs the fence

Article 55 On the operating handle of the switch and the knife gate that can be sent to the work place after being closed, evenly hang the signboard that prohibits the closing of someone's work 1; if someone works on the line, it should be in the line switch and The operating handle of the knife gate is hung on the handlebar that is forbidden to be closed. There is a work sign on the line. The hanging and dismantling of the signboard shall be carried out according to the regulations in the operation ticket or work ticket.

Article 56 The "No Prohibition of Closing or Working" sign indicates that someone is working on the equipment and is not allowed to send electricity. The "Prohibited Closing" sign indicates that the equipment is not allowed to be closed during operation, and the two types cannot be used together.

Article 57: When working in high-voltage equipment, when the safety distance is not enough, temporary shelter shall be provided; if working on indoor high-voltage equipment, it shall be hung on both sides of the working place and on the opposite side of the barrier and on the prohibited passage. Stop, high pressure danger 0 sign.

Article 58. Staff members shall not arbitrarily remove all kinds of safety signs such as various types of signboards, installed fences and grounding lines. If the above-mentioned safety facilities affect the work, they must obtain the consent of the person in charge of work and the duty officer. Can be changed.

Chapter V Low Voltage Live Working

Article 59 Working on the live parts of equipment or working on the outer casing of electrical equipment is called live work.

Article 60 is not allowed to work on equipment with voltage levels of 6 to 10 kV and above, but it can be operated at low voltage. Live work must be carried out by two people, one person working and one person guarding.

Article 61 When working with electricity, tighten the cuffs and use safe insulating tools. Do not allow the hands to directly touch the charged body, nor allow the body to contact the two phases or the ground at the same time.

Article 62 Personnel standing on the ground shall not transmit objects directly with the electrified workers.

Article 63: Working with electricity is prohibited under the following circumstances:
1. Rainy weather;
2. Explosion-proof, fireproof and humid places;
3. On the outer casing of the electrical equipment with ground fault;
4. On the line of multi-circuit erection on the same pole, the lower layer is not power-off, the upper line or the upper layer is repaired without power failure and there is no safety measure to prevent accidental collision with the upper layer to repair the lower line.

Chapter 6 Working on Overhead Lines and Cables

Article 64 When working on overhead lines and cables, safety organization measures and safety technical measures shall be taken.

Article 65 The rafter shall first check the root of the raft. When the rot is more than 1/3 or has a hollow, reinforcement measures shall be taken.

Article 66 When the pole is hollowed out, the mast shall not be allowed to work until the pole is not properly installed and compacted.

Article 67 Before the staff members are put on the pole, they should check whether the safety belts, the pedals, the buckles and other tools meet the requirements and wear the helmets. After the mast position is selected, the seat belt should be tied. The seat belt is not allowed to be tied to the crossarm or porcelain bottle. The required materials and tools on the rod are not allowed to be thrown. It should be pulled with a rope.

Article 68 When working on poles such as bearing, corner, tensile, terminal, etc., check whether it is balanced (especially after the disconnection), otherwise there should be temporary pulling wires or poles to prevent dumping.

Article 69: Rain or thunderstorms are coming soon, and mast work is prohibited; personnel working on poles should be lowered at a speed.

Article 70 When placing work on a pole and tightening the line, it is necessary to pay attention to pedestrians and vehicles. In places with major traffic and people, there should be protective measures.

Article 71 In the place where the cable is buried, the soil shall be approved by the Mobile Branch, and there shall be personnel monitoring instructions. The excavated cable shall be well protected. The power must be cut off during the movement. Care must be taken to prevent damage to the cable. When 熬 cable glue, there should be someone to look after, staff should wear canvas gloves, wear shoes cover, wear protective glasses.

Article 72 During the work of making epoxy cable heads and blending epoxy resin, effective anti-virus and fire prevention measures shall be taken.

Chapter VII work on the secondary system of high-voltage equipment

Article 73 For the verification of relay protection and the verification of instruments, the equipment shall be powered off and shall be executed according to the work ticket.

Article 74 All secondary coils of current (pressure) transformers shall have permanent good grounding devices.

Article 75 The secondary side of the current transformer is not allowed to open circuit operation, and the open circuit operation may endanger the safety of personnel and equipment.

Article 76 The secondary side of the voltage transformer is not allowed to run short circuit, and the short circuit operation will endanger the safety of the equipment.

Chapter VIII Work on Power Capacitors

Article 77 When working on a power capacitor, the capacitor must be disconnected from the power supply, and safety measures must be taken to hang the sign. The capacitor should be fully discharged before operation.

Article 78 The 380 volt capacitor discharge device must be complete, complete and reliable; the 10 kV capacitor discharge voltage transformer must not be connected to other devices on the primary circuit.

Chapter IX temporary power supply unit

Article 79 The provisional power supply unit shall be suitable for the installation of temporary power facilities of 10 kV and below. Temporary power supply refers to the provision of permanent and permanent power supply and facilities for the fashion industry due to the urgent need for production and work.

Article 80 Temporary power supply must go through the examination and approval procedures, and the user shall fill in the “temporary power supply application form” in triplicate and approve it by the competent electric power department. Temporary power supply life is generally 30 days. Demolition due. If you need to continue using it, you must apply for extension, but the extension must not exceed 30 days. Otherwise, the power authority has the right to stop the power supply and report it to the factory.

Article 81 The electric welding machine, mixer, hoist and on-site lighting used in infrastructure projects shall be applied by the construction department according to the construction period, and shall be used after approval and shall be dismantled due to expiration.

Article 82 For the temporary installation of power lines, rubber wires with good insulation and intact shall be used. The indoors shall be laid along the wall. The height shall not be less than 2.5 meters. When crossing the road outdoors, the height shall not be less than 4.5 meters. Wires and other gas pipelines are erected with wires. When laying along the ground, reliable protective devices and obvious signs must be added.

Article 83: Overhead lines may be made of wooden poles and wooden crossarms. In addition to the mechanical strength, the tip diameter of the wooden pole is generally not less than the following values:

The cross section of 120 mm overhead conductors below 1 kV shall not be less than the following values ​​except for the safe current carrying capacity:

Article 85 When the transformer capacity is <=180 kVA, it can be protected by a fuse and equipped with secondary metering. The transformer and its supporting facilities should be protected by a barrier, and the height of the barrier should not be less than 2.5 meters.

Article 86 Low-voltage electricity meters and metering devices may be used in vertical or meter boxes. When the split is two or less, the main gate may not be provided.

Article 87 Motors and ancillary equipment (such as starters, switches, buttons, etc.) shall be installed in the open air, and shall be protected from rain and installed.

Article 88: Mobile electrical equipment and appliances shall be rubber sheathed insulated cords. Connected to the power supply, switches and connectors should be used. It is strictly forbidden to use wires to directly plug into the socket or to hang on the power cord. Motors of 3 kW and above must be equipped with complete starting equipment and reliable zero-connection protection.

Article 89 Hand-held power tools and appliances such as street lamps shall adopt reliable safety protection measures according to the use site. For example, leakage protection appliances or safety voltages below 36 volts, safety transformers shall be double-circle, one or two. The secondary side should have fuse protection.

Article 90 Installation requirements for temporary lighting and festive lanterns:
1. The temporary light lines of the construction office, work shed and on-site site shall be rubberized, and the lamps shall not be lower than the ground.
2.5 meters;
2. The clearance between the lamp cap and the combustible material should not be less than 300 mm; the clear distance between the high-heat lamps such as spotlights and iodine-tungsten lamps and combustibles should not be less than 500 mm;
3. The waterproof head should be used in the open air. When connecting with the main line, the joint should be staggered more than 50 mm;
4. The minimum cross-section of the festive lantern conductor shall not be less than 2.5 mm 2 except for the safe current carrying capacity. The conductor shall not directly bear the force, and the support of all conductors shall be installed firmly;
5. Festival lights, when the height of the ground is less than 2.5 meters, a safe voltage must be taken.

Chapter 10 Handling and Management of Accidents

Article 91: Principles for handling electrical accidents:
1. Limit the development and expansion of accidents as soon as possible, eliminate the root causes of accidents, and eliminate the danger to people and equipment;
2. Keep the equipment running with all possible means;
3. Restore the equipment that has been powered off as soon as possible.

Article 92 The handling of electrical accidents shall be carried out under the centralized and unified leadership of the duty supervisor. During the accident handling period, the shift supervisor shall stick to the post and organize the accident handling.

Article 93 After the accident causes the switch to trip, the duty officer shall first check the switch protection system. After confirming that there is no error, the power can be transmitted once. When the power is transmitted strongly, the meter and the equipment should be abnormally changed. If there is any abnormality, the brake should be pulled at a speed. After the cause is found, it can be sent again after proper handling. When the oil switch cuts off the accident three times, the contact should be disassembled immediately.

Article 94 When a transformer overload occurs and the humidity rises, the duty officer shall immediately switch the load or put it into the standby transformer to ensure normal power supply.

Article 95 When a high-voltage single-phase grounding signal occurs, the duty officer shall promptly identify the grounding point according to the signal, and promptly handle it. During the grounding fault finding period, the equipment may continue to operate, but the non-fault relative ground voltage will The increase is 1.732 times, and the on-duty personnel should closely monitor the operation of the equipment to prevent the accident from expanding.

Article 96 After the accident occurs, the on-duty personnel shall immediately report the situation to the competent personnel while they are being handled.

Article 97 After the completion of the accident, the accident report shall be completed, signed by the shift monitor and sent to the Mobile Division, and one copy to the Production Section. The main contents are as follows:
1. The time, place, equipment name, and the whole process of handling the accident;
2. Equipment damage, power outage range and time and time to resume power transmission;
3. Direct economic losses due to accidents;
4. Identification of the protection equipment operation;
5. Analysis of accidents and future countermeasures;
6. The name of the accident handler and the name of the person who filled the report.

Chapter XI Supplementary Provisions

Article 98 If the provisions of this Regulation are in conflict with the provisions of the State, they shall be implemented in accordance with the provisions of the State.

Article 99 The interpretation and modification of this regulation belongs to the Ministry of Electronics Industry.

Article 100 This regulation shall be implemented as of the date of promulgation.
