Strengthen the import of old electrical and mechanical inspection management energy requirements on the agenda

The issue of energy consumption will be an important aspect of the next step in the regulation of imported electrical and mechanical equipment. Recently, at the first China Electromechanical Trade Promotion Forum hosted by the Foreign Affairs Bureau of the Ministry of Commerce, Director Li Wentao of the Inspection and Supervision Department of the General Administration of Quality Supervision, Inspection and Quarantine revealed at the end of his speech.

Regarding the issue of energy consumption that is widely concerned, in general, in addition to the relevant standards set by the relevant national ministries and commissions, the AQSIQ will also issue corresponding mandatory technical specifications, such as large-scale construction machinery and opto-mechatronics equipment.

Import promotion supervision

According to relevant statistics, at present, imported mechanical and electrical products have accounted for 50% of China's total imports. With the rapid development of China's foreign trade, the import of mechanical and electrical products has been increasing, and the types and quantities of imported old mechanical and electrical products have also increased. Especially in areas where the economy is developed and processing trade is developing rapidly, the import of used electromechanical devices is heating up year by year.

Objectively speaking, certain varieties and types of imported old electromechanical materials have filled the gaps in China's certain industries, made up for the lack of technology, and played a certain positive role in the development of certain industries. However, everything is too far behind. If the old mechanical and electrical imports are not controlled, it may become a transfer place for backward equipment in developed countries, but it will hinder China's innovation and affect the development of related industries. For example, in the old imported electromechanical equipment, IT products account for a certain proportion, which obviously conflicts with China's industrial development. In addition, old electromechanicals—especially large-scale chemical plants and other products related to people's life safety—have been a problem after the post-use period, which is a problem for developed countries. Therefore, for some equipment that is difficult to handle and has higher difficulty, they often try to find other countries to carry out export transfer. Imported old electromechanical as an industry itself should not be overheated, otherwise it will also have an impact on China's macro economy.

Therefore, in order to introduce the required equipment, and avoid the phenomenon of substandard filling and serious pollution of the environment, it is necessary to supervise and manage the old mechanical and electrical imports.

In fact, as early as the end of 1978, China raised concerns about the import of used machinery and electronics. Since then, the regulatory system has been continuously developed and improved with the development of imported old mechanical and electrical products. To the "three-part" that explicitly requires the independent inspection of imported old electromechanical devices and the complete completeness of relevant normative documents and procedure documents.

In particular, in the past two years, circular economy, energy conservation and consumption reduction have received more and more attention, and the supervision of imported old electromechanical devices has also put forward higher requirements.

Filing is the premise

According to the relevant documents of the General Administration of Quality Supervision, Inspection and Quarantine, China's current old imported electrical and mechanical supervision procedures include the following four links: filing, pre-shipment inspection, arrival inspection and supervision and management.

The so-called filing refers to the approval of the AQSIQ or the directly affiliated inspection bureau to approve or disallow the import and export of mechanical and electrical products in accordance with the laws of China. As the first step in the inspection and supervision management procedures, the filing must be carried out before the import of the old mechanical and electrical products, and actually obtain the “administrative license” for the import.

According to statistics, in 2005, a total of 26,208 batches of imported old mechanical and electrical products were accepted, involving an amount of 4.77 billion US dollars. Mainly from Japan, the United States, Taiwan and other countries and regions, the products are mainly processing equipment, engineering machinery, general equipment and other mechanical processing equipment.

After obtaining the “license” for entering the country, some products should also be pre-shipment pre-shipment according to relevant regulations, such as some products with higher value, involving personal and property safety, health, environmental protection projects and high risks. According to Li Wentao, in the pre-shipment inspection conducted by the General Administration of Quality Supervision, Inspection and Quarantine in 2005, a total of 146 batches were unqualified, involving an amount of 350 million US dollars. It can be seen that pre-shipment inspection is a relatively sensitive and important part of the inspection and supervision work procedures for imported old mechanical and electrical products, and it is also one of the means to reject unqualified old mechanical and electrical products.

Then enter the most important part of the program: arrival inspection. This is the final basis for judging whether a product is qualified before it is officially used. Pre-shipment inspection is only a preliminary evaluation. Some problems may be found, and suggestions for changes may be made. If the inspection fails, the goods can still be returned. In other words, the arrival inspection can negate the pre-shipment inspection.

According to statistics, a total of 2,467 batches were found to be unqualified in 2005, involving an amount of US$230 million. The main reasons for the non-conformity are that the goods are inconsistent, there are no safety marks, there are safety defects, and they do not meet the requirements for environmental protection and environmental protection.

At this point, the old electromechanical equipment entered the country smoothly, and the work directly related to the applicant also came to an end. However, as the entire regulatory system, there is still a final loop of management of the entire process of selling used mechanical and electrical products.

It should be noted that although the company must first file the case and then take other measures to avoid the recurrence of the above-mentioned incidents, it is necessary to pay attention to confidentiality.
