Article 3 These Measures are applicable to the lightning protection safety protection of communication stations, exchanges, access networks, transmissions, wireless communication base stations, IP websites, local area networks, microwave stations, satellite ground stations, etc. of public telecommunications networks in China. Article 4 The communication station and computer room on the communication network must install the lightning protection safety protection system as required. Lightning protection design and construction shall comply with the relevant standards and regulations of the Ministry of Information Industry. After the lightning protection system installed on the communication network is accepted, it can be used in parallel.

Article 5 The lightning protection products used on the communication network must be inspected according to national and industry standards, and the products that pass the inspection are allowed to enter the network. Telecom operators, communication equipment integrators, design and construction departments should select qualified lightning protection products.

Article 6 In order to ensure the safety and reliability of the lightning protection performance of the communication network, the Ministry of Information Industry implements a regular inspection system for lightning protection products and lightning protection systems used on the communication network; and further improves the lightning disaster investigation system for communication networks.

Chapter II Organization Management

Article 7 A telecommunications carrier shall, in accordance with these Measures, establish a sound lightning protection management system, and the main leaders of telecommunications operators at all levels shall be responsible for lightning protection. Chapter III Requirements for Communication Lightning Protection Products

Article 13 All kinds of lightning protection products used on the communication network shall comply with the technical requirements of the products in the YD/T5098-2001 "Communication Bureau (Station) Lightning Overvoltage Protection Engineering Design Specification".

Article 14 All types of lightning overvoltage protection products for power supply shall comply with the provisions of YD/T1235.1-2002 "Technical Requirements for Surge Protectors for Low Voltage Distribution System of Communication Bureaus (Stations)".

Article 15 All kinds of lightning overvoltage protection products for power supply shall pass the test of YD/T1235.2-2002 "Communication Bureau (Station) Low Voltage Distribution System Surge Protector Test Method".

Article 16 The lightning protection products selected by the Communication Bureau (station) shall be tested and approved by the testing institutions approved by the Ministry of Information Industry and published on the Internet.

Article 17 Manufacturers and distributors of communication lightning protection products shall ensure that the consistency and reliability of products are tested.

Chapter IV Daily Maintenance Management

Article 18 The telecommunications operators at all levels shall strictly control the lightning protection project acceptance during the construction, expansion and reconstruction of the communication bureau (station). After the experience is accepted, the lightning protection device can be put into use.

Article 19: Telecommunication operators at all levels shall establish a lightning protection management inspection system to conduct special investigation, statistics, analysis and appraisal of accidents caused by lightning disasters, and have clear records (including damage to the list of communication equipment and lightning damage). Article 26 When the monitoring system finds that the lightning protection device is damaged or abnormal, it shall conduct on-site inspection and replacement in time. When there is no monitoring system, manual inspection shall be carried out by maintenance personnel after the thunderstorm.

Article 27 The lightning protection personnel at all levels shall regularly receive relevant technical training.

Chapter V Detection and Management of Communication Lightning Protection Products

Article 28 The communication lightning protection product inspection agency authorized by the Ministry of Information Industry shall be responsible for the inspection of communication lightning protection products. After the completion of the inspection work, a fair and effective lightning protection product test report will be issued.

Article 29 The detection of lightning protection products shall be carried out in accordance with the national standards of the People's Republic of China and the standards of the communication industry and the relevant regulations of the Ministry of Information Industry.

Article 30 The lightning protection products that have passed the inspection are allowed to be used in the communication system and on the communication network.

Article 31 The communication lightning protection product inspection agency shall report the inspection report of the lightning protection products that have passed the inspection to the Ministry of Information Industry and publish it on the Internet.

Chapter VI Supervision and Management of Lightning Protection and Safety Protection of Communication Network

Article 32 The local communications administrations shall organize regular random inspections of the communication lightning protection equipment on the Internet in accordance with the implementation rules of the spot checks. The relevant inspection and communication communication administration shall entrust the Ministry of Information Industry authorized by the Ministry of Information Industry to conduct lightning protection product inspection agencies for testing. .

Article 35 After the communication lightning protection products of the production and distribution units have passed the test, they shall promise the stability and reliability of the quality of the products they inspect.

Article 36 If the production and distribution unit has one of the following acts, the Ministry of Information Industry will revoke the conclusion that its products are qualified and will be announced:

(1) Forging and altering test reports;

(2) fraudulent use and transfer of test reports;

(3) The communication lightning protection products sold are inconsistent with the products that have passed the test.

Article 37 If the production and distribution unit disagrees with the test conclusions and test charges issued by the inspection center, or believes that the staff of the inspection agency has violated the regulations, it has the right to file a complaint or complaint with the Ministry of Information Industry.

Article 38 If a telecommunications operator has one of the following acts, the Ministry of Information Industry will inform the public and investigate and punish its corresponding legal responsibility according to the seriousness of the circumstances:

(1) concealing or reporting false lightning disasters;

(2) failing to install lightning protection devices in the communication station (station) in accordance with the requirements of the standard specifications;

(3) installing and selecting communications lightning protection products that have not passed the inspection;

(4) The lightning protection project is not experienced and put into use;

(5) Failure to implement these measures has serious consequences.

Chapter VII Supplementary Provisions
